Five Northern Virginia counties are under a drought watch advisory as officials express concern about water levels across the Commonwealth.Virginia’s Department of Environmental Quality issued a drought watch advisory for Fauquier, Loudoun, Prince William, Arlington and Fairfax counties on Wednesday.Virginians are encouraged to conserve water, keep track of drought conditions and look for any leaks to repair.Groundwater levels are below the 10th percentile in the Northern Virginia area — which means they reached emergency levels.Stream flows, precipitation as well as groundwater and reservoir levels are factored into the warning about increased drought risk.Precipitation levels are considered normal, but abnormal rain levels the past two weeks and little rain in the forecast were factored into the advisory. Meanwhile, stream flows are also considered normal, but still remain below the 25th percentile.Water supplies at Occoquan Reservoir and Lake Manassas are at normal levels, ...NASCAR exec Josh Harris to take over as Darlington president from the retiring Kerry Tharp

(AP) — Longtime NASCAR executive Josh Harris has been named Darlington Raceway’s president, succeeding the retiring Kerry Tharp. The track announced the move Saturday, a day before the NASCAR playoffs begin with the Southern 500 at the track dubbed “Too Tough To Tame.”“I want to continue to make this a place where fans want to come visit twice a year and showcase the best racing in the world,” Harris told The Associated Press on Friday.A couple of things Harris would like to clear up: No, he’s not the new owner of the Washington Commanders despite sharing the same name; and no, he does not have a Mississippi town named for his family, although he did grow up in Harrisville in the Magnolia State. When the other Josh Harris, a co-owner of the NBA’s Philadelphia 76ers and the NHL’s New Jersey Devils, purchased the NFL team earlier this summer, NASCAR’s Harris got texts and messages from friends. “They told me they didn’t realize I had that kind of...Sports on TV for Sunday, September 3

The U.K.’s Shadow Chancellor, Rachel Reeves, has won plaudits from an unlikely source for taking a tough line on taxation after she pledged that the Labour Party would not introduce a wealth tax if it forms a government following the next British election.U.S. Senator Chuck Grassley, a Republican from Iowa, said in a post on social media on Friday that America’s Democratic Party should “wake up and take a cue” from Reeves.“She is for wealth creation. She feels u don’t tax ur way out [of economic problems]. U grow ur way out,” he wrote, adding that the British opposition’s policies are “very Reaganesque.”In an interview with the Telegraph last weekend, Reeves ruled out introducing a levy on accumulated wealth or owned properties despite calls from some on the left of the party to back more radical solutions to the cost of living crisis. She also confirmed a decision to shelve plans to raise the top rate of personal income tax from ...Texas drunk drivers will now have to pay child support if they kill a parent, guardian

(CNN) — A new law in Texas requires convicted drunk drivers to pay child support if they kill a child’s parent or guardian, according to House Bill 393.The law, which went into effect Friday, says those convicted of intoxication manslaughter must pay restitution. The offender will be expected to make those payments until the child is 18 or until the child graduates from high school, “whichever is later,” the legislation says.Intoxication manslaughter is defined by state law as a person operating “a motor vehicle in a public place, operates an aircraft, a watercraft, or an amusement ride, or assembles a mobile amusement ride; and is intoxicated and by reason of that intoxication causes the death of another by accident or mistake.”If someone is unable to pay the restitution because they’re incarcerated, they’re expected to make payments no “later than the first anniversary of the date,” of their release, the law says.Republican Gov. Greg Abbott signed the bill in J...Russia says it thwarted attacks on Crimea bridge. Shelling and strikes leave at least 3 dead

KYIV, Ukraine (AP) — Russia said Saturday its forces destroyed three Ukrainian naval drones being used in an attempt to attack a key bridge linking Russia to the Moscow-annexed Crimean Peninsula, forcing its temporary closure for a third time in less than a year. One naval drone was destroyed late Friday and two others early Saturday morning, according to Russia’s Defense Ministry. There was no immediate comment from Ukrainian officials. The Kerch bridge, which is a key supply route for Kremlin forces in Russia’s war with Ukraine, has come under repeated attack since Russia launched its full-scale invasion. An explosion in October, which Russian authorities said was caused by a truck bomb, left three people dead. A further attack on the bridge in July, killing a couple and seriously wounding their daughter, left a span of the roadway hanging perilously. The bridge connecting Crimea and Russia carries heavy significance for Moscow, both logistically and psychologically, as a key...Killer who escaped Pennsylvania prison is spotted nearby on surveillance cameras

He was sentenced to life in prison last month for killing his ex-girlfriend in front of her children, and escaped while awaiting transfer to state prison.Cavalcante was seen on cameras at around 12:30 a.m. in Pocopson Township, roughly 1.5 miles (2.4 kilometers) from the prison, the Chester County District Attorney’s Office said in a statement. Local police also received a report of an attempted burglary at a home around 11:30 p.m. Friday, although it wasn’t immediately clear if Cavalcante was involved.
